It seems to me, that both Ecotect and Weather Tool calculate in a wrong way both wind speed and wind direction.
Please let me explain what I've done:
I've downloaded from EnergyPlus Web Site an EPW file for Treviso, S.Angelo, Italy, to build up my WEA file.
It is to notice that EPW files measure wind speed within fixed steps of 1 m/sec and wind speed is then stored in the file in km/h as unit in a way like this: 3.6 - 7.2 - 10.8 - 14.4 and so on... There are no intermediate results.
I've then exported my WEA file into an Excel file to make some cross-analysis and here's where the problems arises.
Let me notice that both WEA and EPW files have 8760 entries (365 days x 24 hours).
I've then scripted a excel macro to extract for each hour and for each day wind direction and wind speed to make up a matrix (like a wind rose). I've cross-checked the results of Weather Tool with Excel's ones and some things don't match.
I'll be more specific. For this purpose I've attached my WEA file and my Excel file so you can check them out.
First: the sum of the wind hours from North Direction in Weather Tool doesn't match my Excel file, but all the other directions match. Why? Isn't that strange? My checksum of all the entries in excel says 8760 hours, so nothing is missed. Percentage numbers are right as well. Consequently, somethin's wrong with the Weather Tool?
Second: Weather Tools doesn't express wind speed in m/sec but in km/h and groups in an erratic way wind speed as you can see from my excel file.
I'll make an example: Weather Tool Vs. my Excel file for Wind Speed, From East Direction, Whole Year.
They read this way:
05-10 km/h 461 hrs but Excel reads this way: less then 3,6 km/h
10-15 km/h 42 hrs but Excel reads this way: 3.6-7.2 km/h
15-20 km/h 51 hrs but Excel reads this way: 7.2-14.4 km/h
20-25 km/h 7 hrs but Excel reads this way: 14.4-18.0 km/h
25-30 km/h 9 hrs but Excel reads this way: 18.0-21.6 km/h
30-35 km/h 8 hrs but Excel reads this way: 21.6-28.8 km/h
35-40 km/h 0 hrs but Excel reads this way: 28.8-32.4 km/h
40-45 km/h 2 hrs but Excel reads this way: 32.4-39.6 km/h
45-50 km/h 1 hrs but Excel reads this way: 39.6-43.2 km/h
>50 km/h 1 hrs
Sums 582 hrs for WeaTool and my Excel file.
So, my question is: am I doing something wrong or is there a bug in Weather Tool?

There seems to have been
There seems to have been some miscommunication between Ecotect/wea files and EnergyPlus/epw files about the wind direction stored on the wea files. It appears that it is only in compass points and must be converted back to degrees for EnergyPlus.
The Energplus files will be updated shortly.
However, there is still an issue of Ecotect/Weather tool reading EPW files as well as exporting EPW files.

Unfortunately, due to problems with the previous web hosting provider, part of this discussion thread has been lost
I have personally brought the issue to the attention of Andrew Marsh, and he will look into it when he gets the chance. However, because he is often very busy, it may take a while for him to get back to us, but I will endeavour to remind him about it regularly.
From what I recall of our previous (lost) discussion, I am uncertain how you have concluded that there is an error with the wind speed data. I had exported the WeatherTool data into Excel, and managed to replicate a sample of results as shown in your spreadsheet.
Your spreadsheet also contained another set of values - the 'wrong' wind speed values. The question is - how did you get/export these values? Sorry to ask an obvious question, but I just want to make sure that it isn't an issue with your macro.

Thanks for re-creating your wind data analysis. I know understand what you mean - the data is correct, but the grouping of the windspeeds does not appear to be correct.
I'll speak to this with Andrew as soon as I can get in touch with him - he's a bit hard to track down at the moment.
